エクスプレスエントリー
カテゴリー限定選考（Category-Based-Selection）が導入されます
カナダ移民省（IRCC）は、カナダ政府がその都度決めた経済目標を達成するのに適した人材カテゴリーに当てはまるエクスプレスエントリーの申請プール登録者をCategory-Based-Roundで優先的に選考することを発表しました。（出典：IRCCウェブサイト）
これは、従来のエクスプレスエントリーのドローイングを補完し、カナダが求める人材をより効率的に受け入れるためのものです。
対象となる職種
対象となるカテゴリーは、毎年、以下の項目を考慮して、労働市場の動向や関係機関からの情報を考慮して決定されます。
- 公用語（英語、フランス語）でのコミュニケーション能力
- 特定の職種での就労経験
- 学歴
さらに、前年に選ばれたカテゴリーとその選定の経緯、カテゴリーごとに発行されたInvitationの数、等の内容が毎年連邦議会に報告されます。
2023年は、以下のカテゴリーの職種等が優先選考の対象になります。
全バンドでNCLC７以上のフランス語力があること。
以下の職種での、過去3年以内の、連続する6か月以上の就労経験（カナダ国内外問わず）があること。
- Specialists in clinical and laboratory medicine
- Specialists in surgery
- General practitioners and family physicians
- Veterinarians
- Dentists
- Optometrists
- Audiologists and speech language pathologists
- Dieticians and nutritionists
- Psychologists
- Chiropractors
- Physiotherapists
- Occupational therapists
- Kinesiologists and other professional occupation in therapy and assessment
- Other professional occupations in health diagnosing and treating
- Nursing co-ordinators and supervisors
- Registered nurses and registered psychiatric nurses
- Nurse practitioners
- Physician assistants, midwives and allied health professionals
- Licensed practical nurses
- Paramedical occupations
- Respiratory therapists, clinical perfusionists and cardiopulmonary technologists
- Other technical occupations in therapy and assessment
- Medical laboratory technologists
- Medical radiation technologists
- Medical sonographers
- Traditional Chinese medicine practitioners and acupuncturists
- Massage therapists
- Other practitioners of natural healing
- Medical laboratory assistants and related technical occupations
- Nurse aides, orderlies and patient service associates
- Pharmacy technical assistants and pharmacy assistants
- Other assisting occupations in support of health services
- Therapists in counselling and related specialized therapies
- Education counsellors
- Instructors of persons with disabilities
以下の職種での、過去3年以内の、連続する6か月以上の就労経験（カナダ国内外問わず）があること。
- Architects
- Architecture and science managers
- Business systems specialists
- Civil Engineers
- Computer and information systems managers
- Computer engineers (except software engineers and designers)
- Computer systems developers and programmers
- Cybersecurity specialists
- Data scientists
- Database analysts and data administrators
以下の職種での、過去3年以内の、連続する6か月以上の就労経験（カナダ国内外問わず）があること。
- Residential and commercial installers and servicers
- Elevator constructors and mechanics
- Machine fitters
- Heating, refrigeration and air conditioning mechanics
- Construction millwrights and industrial mechanics
- Carpenters
- Plumbers
- Electricians (except industrial and power system)
- Welders and related machine operators
- Contractors and supervisors, other construction trades, installers, repairers and servicers
以下の職種での、過去3年以内の、連続する6か月以上の就労経験（カナダ国内外問わず）があること。
- Aircraft assemblers and aircraft assembly inspectors
- Transport truck drivers
- Railway traffic controllers and marine traffic regulators
- Engineer officers, water transport
- Deck officers, water transport
- Air traffic controllers and related occupations
- Air pilots, flight engineers and flying instructors
- Aircraft mechanics and aircraft inspectors
- Railway carmen/women
- Managers in transportation
以下の職種での、過去3年以内の、連続する6か月以上の就労経験（カナダ国内外問わず）があること。
- Contractors and supervisors, landscaping, grounds maintenance and horticulture services
- Agricultural service contractors and farm supervisors
- General practitioners and family physicians
- Butchers- retail and wholesale
対象となる申請者
Category-Based-Roundの対象となるのは、エクスプレスエントリーの申請者プールに登録があり、カテゴリーの条件に当てはまる申請者です。
カテゴリーの条件に当てはまる申請者の中から、CRSスコアの高い申請者から順にInvitationが送られます。
Category-Based Selectionの開始時期
今回の発表では、最初のCategory-Based Invitationが発行されるのは、「2023年夏」とだけ指定されています（出典：IRCCウェブサイト）
「夏」がいつを指すのか判然としませんが、エクスプレスエントリーのいずれかのカテゴリー（カナディアンエクスペリエンスクラス、フェデラルスキルドワーカー、フェデラルスキルドトレード）の申請条件を満たし、かつ2023年に指定されたカテゴリーの条件を満たす方は、エクスプレスエントリーのプール登録をしておいた方がいいかも知れません。
